Passimian just wears leaves on its body and tosses a fruit around, it doesn't actually have anything to do with being a grass elemental monster the same way something like Rillaboom, a guy with grass literally growing out of it, does.

I could see Conkeldurr being fighting/rock at a glance, but if you look at the whole line it makes sense that it's not. They're burly construction workers, the stuff they're carrying is just building materials, not part of their actual body or identity or whatever. The rock moves they learn by level-up are already plenty.

Water creatures not being water type is because there 200 water types already and lots of acuatic creatures left to do. Half the secies live in the water but making half the pokemon water type would be boring
