It's effectively a time slow on the speedster's end and while they may not be strong enough to do some things that a super strength guy can even during that slowed time, it has far more uses and utility than just being able to hit really hard and pick up heavy things. Each on its own presents more issues than they'd be worth. If your meat body moves too fast it and everything around it will get shredded by wind resistance and shit. I can only wonder what would happen to unshielded flesh if it suddenly went supersonic. Super strength is not super durability and if your mass doesn't increase with your strength proportionately you're gonna end up having a real bad time.
