The first would be useful if a game had like a gunblade or something, and you meleed to build up ammo for big dick ammo shots. Like the gunlance from monster hunter or something.
Though to be fair, its not interesting so much as it would make the gameplay more interesting since it would enable your big dick damage more often. I guess a skill that gives you ammo from meleeing would be the really interesting one, if that wasn't in a build in mechanic, because it would enable a split a melee shooting play style.
That's the real reason it's included. Other big game has it, so we need it too. You can't even make an argument that it's a prestige thing where casuals are tricked into thinking the game is more expensive because even indieshit has it.

Games are starting to kinda move away from this as people started to despite it very vocally. Most big AAA single player games this year dont have this kind of thing.
I like the idea of making builds. The issue is 90% of these games don't have builds, they just have select stats that are effectively just "more damage" or "less damage taken" that are always best and those are all you want and anything but those stats makes you suboptimal.

Why do people want dozens of guns or swords in a game that all basically do the same thing just with different numbers instead of just having ONE GUN/SWORD of each type with no stats attached to it whatsoever? Just here is your handgun, here is your shotgun and so on. Then the devs can design the combat better as they will know the exact weapons you will have
One of the reasons Bloodborne, and souls games in general, are big on builds, and its because bloodborne, and to an extent the other souls games, have a good selection of unique weapons that all enable different play styles to at least some degree.
