Because it's easier to make a shitty asset flip in Unity/Unreal and call it a day. Blame the industry for growing too big. Nobody wants to take risks anymore except for <5 man dev teams working on their games part time.

I can't tell you exactly what method they used, but look at one of the artists twitter I can make an educated guess and say it was drawn and animated in that size and not scaled down. Although the weapon probably was a 3d model, I'll give you that.
If you want an example of pixel games that were definitely not "pixelated by hand" look at nitroplus blasterz or arcana blood.
Yeah it's not just about the pixelizing method, it's the scale of the finished image too. Real pixel art works at a scale where each individual pixel is important to the image. If you have to squint or zoom to see the individual pixels, then it's more of a pixelized digital illustration or model or whatever

Yes. As game development as become more accessible everything has become less unique and more streamlined. There is no longer a market for quality pixel art, and new artists just don't compare to the decades of experience old ones had. In the past games would have actual artists, now they have people who do video game art.
Unicorn Overlord has some beautiful 2D sprite art if that’s what you’re looking for, no 3D cringe like the modern games in your series.
Vanillaware stuff isn’t pixel art it’s just 2D animation. Which honestly a full game of smooth 2D animations is even more rare than good pixel art. UO is great though.

much like anime transitioning from hand drawn to using 3d models/digital, shit is too much work for little pay, and considering the anime industry is constantly imploding in on itself, both mediums just has to find a better quality and time balance.

nowadays artists just cluster several pixels together in order to make then look like a singlw one, and it works quite well.
Unless it has mixels, you can reduce those to the actual resolution of the art, which would be however many 'pixels' tall and wide it is, a pixel in your case being however many actual pixels are glued together.

It's easy to tell most people itt never actually lived through the 16-bit era (or to a smaller extent the GBA and DS) because otherwise they'd understand the vast difference in quality between any 2 games on the same system. SNES had pixel art masterpieces that still hold up today getting released alongside games that look like they could have run on an Atari 2600. The same is true with modern stuff, you have a lot of slop next to some genuine talent.
People are naturally more inclined to remember the good stuff. I do remember I played a handful of awful games back in the day, but I couldn't tell you what those were.
