OP specifically picked the game with the worst implementation in history, where 99%of the time it looks like you're just moving a cursor in front of a picture, backgrounds too big and confusing, and characters too small and weirdly positioned.
If you want to see the actual might of prerendered backgrounds, REmake and RE0 is where it's at. Instant transition between backgrounds, and consistent lighting and shadows, 20 years later still looks great and better than most new games even with the shitty upscaling

Even your example shows the massive flaws those prerender backrounds have.
The shadows of the enviroment don't interact with the characters at all and you can only have one camera perspective.

The aesthetic in og ff7 looks much better than the remake. It looks more gritty and real in the og.
I can't think of a scenario in which something like this would be necessary today.
It's worth mentioning that the people who work on video game art these days, indie or AAA, have no experience with these older styles that came about as a result of technical limitations.

More money, artistry, and time. Games don't have the luxury of experimentation anymore, so those old methods are "outdated". AI will make it feasible again, and you may actually see some good shit in a couple years. It'll always be niche, though.
