Dragon Quest V, an SFC game, is one of the inspirations for Pokemon and the original developers were obviously highly aware of the JRPG industry (and have been since). The GB itself might not be capable of having regular music, but the GBA definitely was. The DS and 3DS could have fit multiple albums worth of, I don't know, Lady Gaga or Kesha or whatever was popular then.

How many, of the millions of children who played the games, started off with a natural love and awareness of zoos and encyclopedias and exploring local parks and forests etc? I'm going to be generous and say that GameFreak including normal songs into the soundtrack COULD work. The problem is, of course, that GameFreak are moronic, and rather than trying to find something that fits Pokemon thematically, or even just hiring somebody to compose an actual Pokemon song for the game, they just grabbed the first generic and inoffensive thing they could find that was recently made.
They may as well have just shelled out the money to use All Star instead, I can guarantee that would increase sales a million fold.
