Oribos was bad, but Revendreth and Ardenweald were top tier zones artwise.

because in order to understand how color and light work you have to do plein air paintings. today artists just copy photographs digitally and thats why no one knows how to draw or paint any more. thats why everything looks terrible, because we have no artists
Oh yeah the texture "updates" were horrific. Recently was trying different private servers and the difference between a Wrath one and a Classic one was staggering. Sure the textures were higher res but utterly desaturated.
The art style became to disney-ish looking. It has been like that since WoD.
The washed out colours started way back in WotLK. Compare texture colours from Howling Fjord for example to classic zones. Some areas like Azjol Nerub (still mad) still look faithful to the original design. They also started the trend of massive frickhuge empty soulless structures like in OP's pic in favor of places that serve a purpose.
Take Dragonblight for example, beautiful zone but theres so much shit going on every 5 meters with these typical themepark-ride styled points of interest instead of being a desolate wasteland.
It's looked like that since day 1
Warcraft was always cartoony but it used to have a more edgy comic book style. Now its just bland and safe Pixar/Dreamworks

Because they rely on form more then colour to convey their intent.
Working with the limitations of the times, they had to convey their intent with sharp contrasting colours instead. So colours and contrast was a substantial part when the form wasn't enough.
Form can still use contrasting colours, or just contrasts is shape/form. But for most, they shape an apple until it's registered as such.
In modern times there's less restrictions in designing models, it can be exactly as deep as you want it to be. There are less walls that forces you to seek different avenues.
TLDR: Restrictions can sometimes be good. But where's the restriction when everything is possible?
To add on to this. Games in retro era were trying to take advantage of their console / screen's capability to show color so artists were trained & asked to capitalize on that. Think about what games were doing when they went from original GB to Gameboy Color.
Then naturally people got tired of the high contrast and bold colors. This is as simple as the change in general public's aesthetic sense

Something about it, like the textures being high resolution but simple. It makes everything look like it's made of plastic or clay, I've hated how the zones and armor have looked for the last few expansions.

WoW looks so dated these days because it can't handle any real direct lighting scenarios. The zones all perpetually look like they're overcast even when there's sun out. I rarely if ever see hard edges on anything but foliage and it's awkward looking.

My take is that they started to design the zone with flying in mind. You'll be flying through the zone like 95% of the time, and the color of the old zones are eye sores while you're high up in the air.
Since dragon riding is a main feature of the current expac and it being even faster (1000% compared to 3-400%), they had to smooth out the colors even more to not make the flying experience a LSD trip
Because old wow is based on comics aesthetics and american comic is dead genre. There are no more western comic artists besides few boomers who do expensive variant covers.
WoW art sucks and before the modern trend of tumblr snowflake art started perversion DnD, WoW art was the big thing ruining western fantasy art.
