A lot of people dislike using legendaries on their playthrough teams, but do you feel the same way about the bird trio? They're very easy to just stumble across even if playing very casually, hell moltres is basically handed to you just by going through victory road.

That said using more than one is pretty scummy
If they're in the game and available before the E4, then obviously the developers intended players to have that option.
